To apply for a DC driver's license if you are at
least 16 years old and a resident of the District. A licensed driver who
moves to the District from another jurisdiction has up to 30 days to
convert an out-of-state license to a DC license. If you would like to
obtain your DC license for the first time, you must present the following
documents and fees at a DMV service location:

| If you previously held a driver's license in DC or in another jurisdiction and it has been expired for more than three months, you must take DC's knowledge test (Learner's Permit Test) and road test. | |
| If applicant is 16 or 17 years old, he or she must provide proof of parental approval. If you are under the age of 21, you are required to participate in the Graduated Licensing Program. | |
| Driver's License Fees | |
| All outstanding debts (child support payments, outstanding tickets, and dishonored checks), to the DC government must be satisfied before completing your DMV transaction. | |

| To renew your Maryland License | |
| you need your expiring Driver's License and $30.00 fee. You must pass a vision test or submit a vision certification form. License may be renewed without additional tests up to one year after expiration. | |
| Exchanging an Out-of-State License for a Maryland License | |
| you will need proof of age, identity, lawful admission, Maryland residence, out-of-state license (s), and the $45.00 fee for each license class applied for. | |
| New Maryland Residents | |
| must obtain a Maryland Driver's License within 60 days. You must pass a vision test or submit a vision certification form. An out-of state license must be a valid license for less then one year. The license cannot be suspended. If licensed for less than 18 months, you will be issued a Maryland provisional license. If you are exchanging an out-of-state license that has been expired for one year, you are required to take the knowledge and skills tests in addition to the vision test. A valid U.S. Department of Transportation (DOT) physical card or Federal/MVA waiver (if applying for a commercial driver's license). A hazardous material (HAZMAT) test is required to keep your HAZMAT endorsement (if applying for a commercial driver's license). A social security card is required if applying for a commercial driver's license. Out-of-State learner's permit cannot be exchanged for a Maryland learner's permit or license. | |

| Within 60 days of moving here, you must obtain a
Virginia driver's license. However, if you hold a commercial driver's
license (CDL), you must obtain a Virginia CDL within 30 days. If you hold a valid driver's license issued by a U.S. state, territory, jurisdiction, a Canadian province, France or Germany, you may not be required to take the two-part knowledge exam or the road skills test, but you must pass a vision screening. Canadian or US licenses must be surrendered when you apply for a Virginia driver's license. Be sure to photocopy your out-of-state driver's license before surrendering it. If your license has been suspended or revoked by another state, a Virginia license may not be issued until your driving record in that state is cleared and you meet Virginia requirements. If you are moving within the Virginia area, you have 30 days from the date of your move to notify DMV of your address change. You can request an address card showing your new address at no fee that you must carry with your license. Or you can purchase a new driver's license with your new address online or in person. |
